driving etiquette

Do they teach people in drivers ed that it is illegal to block an intersection or not? I mean, I appreciate the fact that you've been sitting in traffic but when the light turns yellow and the cars in front of you have not cleared the intersection it is not time for you to speed up and tail gate them. Hell the reason you've been sitting in traffic so long is probably because some jackass did the exact same thing a few minutes ago.

And when exactly did it become acceptable to flash your high beams at someone when you want them to move over and let you pass? Well you know what, I saw you coming up fast behind me and I was going to move right as soon as I passed this other guy (its always nice to have a crazy cop magnet racing along ahead of you to clear the path?), but now that you've flashed your high beams at me I think I'm gonna slow down and box you in for a few minutes.
